Departmental Overview
The Department of Finance is comprised of two divisions, Internal Services and External Services. Internal services includes the Administration, Accounting, Budgeting, Purchasing, and Treasury functions. External services includes billing, collection, and customer service for solid waste customers.
The external services team also manages the tax billing and miscellaneous accounts receivable functions:
Maintenance of the City's official financial records which include managing the City's $109 million in assets and an annual operating budget of $43.5 million
Preparation and distribution of financial reports for both internal and external users
Fixed asset management
Development of proper internal control measures
Administration of Customer Service
Management of state and federal grant programs
Administration of contracts
Management of automated financial systems
Preparation, execution and monitoring of budgets, bond programs and Capital Improvement Program
Revenue forecasting, long-range financial planning and analysis of financial impact of proposed actions
Review and evaluation of City programs/operations, assessment of internal control systems,compliance reviews, performance of financial audits and reporting of findings/conclusions to management
Disbursement of City funds
Billing and collection of City revenues for solid waste and property tax
Administration of City debt
